Trustees adopt emergency electric-aggregation agreement with DynaG after consultant warns of rising capacity costs

The West Chester Township Board of Trustees on Aug. 26 adopted an emergency resolution authorizing the township administrator to enter an electric aggregation agreement with DynaG Energy Services provided the aggregation rate is at or below $0.0962 per kilowatt-hour and for a period not to exceed 12 months.

A representative identified in the meeting as Mr. Dieters (S9) described the program’s history and community savings under prior contracts, saying participants had saved an average of $320 or about 18% over the course of the prior contract. He warned the board that capacity charges — the component of bills that pays to ensure there is enough generation capacity — are rising and will increase the overall price to residents.

"Capacity is what we all pay in every bill… Now it's gonna be about 3¢, 3 and a half cents coming up for the next 2 years," Dieters said, explaining that the energy component has not risen as much as the capacity portion.

Trustees moved to declare resolution 24-20-25 an emergency, dispensed with a second reading and approved the resolution by roll call. The motion to adopt passed with trustees recorded as voting in favor on the roll calls documented in the minutes.

What this means: Staff now has authorization to execute an aggregation agreement with DynaG Energy Services if the final aggregation rate at execution is at or below the threshold noted by the trustees. The measure was approved as an emergency at the Aug. 26 meeting; the board did not adopt any long-term rate commitments beyond the 12-month maximum stated in the resolution.
