Developer proposes 20 condominiums on The Boulevard; neighbors press for geotechnical and drainage safeguards

West Chester Township planning staff opened a public hearing June 10 on a zoning map amendment (ZMA0625) to reclassify about 4.87 acres along Tylersville Road from R2 to an RPUD to allow 20 condominium units (roughly four units per acre) and related internal access and open space.
Mr. Dawson (planning staff) presented the preliminary plan, highlighting steep topography, planned internal sidewalks, and a proposed detention basin intended to manage runoff. He told the trustees that county agencies — including the county engineer, water and sewer department, and the floodplain manager — have requirements to be satisfied at the final development plan stage.
Rob Painter, the applicant’s site engineer, said the topography lends itself to residential use if rear‑entry garages and private drives are used to negotiate the slope. "Because of the topography that slopes down towards Gregory Creek, using the garage under approach helps us negotiate that grade," Painter said. He described retaining walls and geotechnical studies that will be required.
At least one nearby property owner, Glenn Osborne, said he initially opposed the zoning change but now supports an RPUD if it gives township oversight; he recounted multiple landslides and costly engineering work on his lot and urged strict geotechnical review. "Given that the development site is on the opposite side of Gregory Creek, it's reasonable to assume the soil and slope conditions are similarly unstable," Osborne told the trustees, asking that qualified geotechnical experts review the plan.
Trustees asked about pedestrian connections, stormwater basin design and emergency access; staff said sidewalk alignment and internal connections will be refined at the next stage. The board closed the hearing; Mr. Dawson read a draft resolution with 25 conditions and indicated trustees will vote on the amendment at the next regular meeting in two weeks.
