Clinton County proclaims May 2026 Community Action Month; STEP leaders thank commissioners

The Clinton County Board of Commissioners on May 7 proclaimed May 2026 as Community Action Month and recognized STEP, Inc. for 60 years of service to the region. Commissioner Schneider read Proclamation No. 11 praising STEP’s 34 programs for young children, older adults, and vulnerable families.
Rochelle Abbott, introduced as Executive Director and who identified herself as president and CEO of STEP, thanked the commissioners and outlined recent work. She said STEP served “right around 19,000 people” last year, with just over one-third from Clinton County, and described transit and program expansions including housing work, Head Start programs and a Lock Haven–Williamsport route where 87% of trips are for employment. She also noted adding a stop at a local employer, First Quality, and ongoing partnership conversations with school districts and other transportation partners.
At the same time the board read Proclamation No. 12 recognizing National Correctional Officers and Employees Week (May 3–9). Warden Hoover accepted the recognition on behalf of facility staff, thanked the commissioners and described the facility’s emphasis on safety and treatment-oriented services; she introduced corrections staff present at the meeting.
Both proclamations were moved, seconded and approved by voice vote at the meeting. The transcript records commissioners responding 'Aye' when asked for approval.
