Trustees adopt appropriations and greenlight planning, paving and park procurement

Miss Brown also asked the board to advertise a request for proposals to hire a planning firm to conduct a comprehensive study of the Cincinnati‑Dayton Road (State Route 747) corridor. The trustees previously enacted a moratorium on new development along the Union Center Boulevard corridor to permit this planning work. Staff proposed beginning stakeholder engagement with the selected vendor by March 1 and completing the study by July 1.
Trustees approved advertisements for the 2026 curb replacement program and for stormwater-pipe replacement as part of the paving program. Staff explained the two projects are ancillary construction activities required before paving work and will be bid alongside the paving contract.
For Beckett Park improvements, staff recommended using a construction manager at-risk (CMAR) delivery method. Miss Brown said engaging a construction manager during design reduces late-stage change orders and allows contractor input on materials and methods. The board approved advertising a request for qualifications for a CMAR to support Beckett Park West (and potentially East) playground and recreational improvements.
