Miss Brown read the resolution and trustees moved, seconded and approved the emergency declaration and the resolution by roll call. The change formalizes procedures for citizen comments, roll-call order and related meeting conduct; the resolution text was distributed to attendees during the meeting.
During the second citizen-comment period, resident and fiscal officer Bruce Jones raised questions about specific sections of the rules, asking whether the presiding officer will use consistent signals for the two-minute time limit and querying whether the roll-call order would change from the format the township has used in prior years. "Does it is that gonna vary?" Jones asked about the timing notification language in the rules and asked for clarification later in the discussion.
Trustees responded that the rules had been discussed and that the emergency declaration was made so the board could adopt the updated conduct standards immediately; they approved the measure by unanimous roll call. Staff said copies of the rules would be available for residents and that trustees would follow the adopted procedures going forward.
