Floyd County commissioners approve multiple grants, contracts and a revised local-match commitment for Edwardsville School

Floyd County commissioners on May 4 approved a package of routine grants, contract adjustments and fiscal items presented by county staff, including a resolution to permit Blue River Services to apply for federal 5311 funding with up to a $4,000 local match and a large local-match commitment for Edwardsville School’s renovation project.
Chief Operating Officer Nick Scribe presented the Blue River Services resolution, identified in the meeting as FCR 20 20 6-6, and said the county arrived at the $4,000 figure because Blue River Services made approximately 200 service runs last year and $20 per run "seemed reasonable for Floyd County." "This allows them to apply for federal funding for those services in Floyd County," Scribe said. Commissioners approved the resolution by voice vote.
Scribe also reported a $267,215.50 reduction change order for NovoPark Building 5 (project complete); commissioners approved the reduction. The commission accepted seal-coating quotes for Haase Square and a Grant Line Road building ($7,900 and $8,210 respectively) and approved a security-door and access-control quote from System Integration Resources for the government center first floor.
The commission approved a River Hills Community annual contribution of $26,560 to support services, which staff described as being leveraged with grant funds and as helping the county secure an EDA grant for the Novo Park project in the past.
On school funding, Scribe presented an updated local-match commitment for the Edwardsville School renovation project. The local match was reported as $2,314,790.92, down from an earlier figure of about $2.8 million due to additional outside funding requests; commissioners approved the updated commitment.
County Auditor Diana Topping reported on a first-round grant audit across departments for 2026 and described minor ordinance language cleanups to GRAMA recordkeeping items 4–6. Topping said she and County Attorney Christie Fox worked to remove redundancy and reflect actual departmental practices; commissioners unanimously approved Floyd County Ordinance 2026 as presented.
County Attorney Christie Fox asked the commission to approve an executive-session affidavit for April 20, 2026, to be kept with meeting minutes; the commission approved that affidavit. Fox also presented and the commission approved a River Valley Resources host-agency agreement for volunteer solid-waste workers (noting River Valley pays fees and worker-comp coverage) and an encroachment agreement allowing construction within an easement at 4312 Golfland Court, subject to removal at the homeowner's expense if the county needs the easement.
All motions reported in the transcript were approved by voice vote with affirmative "aye" responses; the meeting transcript did not include a roll-call showing named individual votes. The commission approved meeting minutes from April 21, 2026, and payroll and claims, and then adjourned. The next commissioners meeting was announced for Tuesday, May 19, 2026, at 6 p.m.
