Votes at a glance: Madison County commissioners approve ARPA process change, homestead‑audit contract, tram resolution and 9‑1‑1 appropriation

At today’s regular meeting the Madison County Board of Commissioners approved several administrative motions and contracts designed to close out remaining program work for the year.

The board directed county staff to prepare a resolution revoking a prior ARPA allocation process and to create a streamlined procedure for distributing the remaining American Rescue Plan Act funds before the end of the spending window. The Chair said the change is intended to speed use of leftover ARPA dollars rather than routing every small item through the full competitive process.

The county auditor presented a contract with Tax Management Associates (TMA) for homestead deduction audit services to identify duplicate homestead claims. The auditor said the county has used TMA before and recommended entering a new multi‑year contract; a commissioner moved to approve the contract and the board carried the motion on a voice vote.

Staff also introduced and the board adopted resolution number 08, authorizing council governments to act as grantee for a tram-related application due May 15 for calendar year 2027; staff reported an additional vehicle had been added to the service recently and that two replacement vehicles are expected this year.

Ginny Chambers of Madison County Central Dispatch requested an additional appropriation from the statewide 9‑1‑1 fund (1222) of $30,000 for professional services (annual audio/recording system invoice) and $10,000 for repairs and maintenance (radio tower repairs). The board approved the appropriation on a voice vote.

The board also approved a memorandum documenting the scope of a recent executive session and adjourned the meeting.
