The Alliance City Council on Oct. 6 unanimously adopted a set of ordinances and a resolution that advance city studies and routine procurement ahead of the 2026 budget year. Key votes included a Fire Department ambulance feasibility study and an engineering study for Walborn Reservoir.
The council approved Ordinance No. 055-25, authorizing the auditor to enter into a contract to conduct an ambulance service feasibility study for the Fire Department at a cost not to exceed $41,250. The ordinance was introduced by Councilwoman Jennifer Kiko and adopted by roll call vote; the meeting record notes the vote was unanimous.
Council also adopted Ordinance No. 060-25, introduced by Councilman Jim Edwards, authorizing a contract with AECOM for engineering study and preliminary designs for Walborn Reservoir at a cost not to exceed $250,000. The safety/service director had urged action because a related grant deadline is approaching.
Other legislative actions adopted by unanimous vote included:
- Ordinance No. 053-25: replacement pages to the Alliance Codified Ordinances (adopted as emergency).
- Ordinance No. 054-25: authorizing advertising for bids and entering contracts for supplies for 2026 (adopted as emergency).
- Resolution No. 059-25: authorizing the City Auditor to claim funds reported to the Department of Commerce (unanimous; council also suspended rules for three readings).
- Resolution No. 061-25: authorized participation in a mutual aid agreement with the City of Akron Police Department for SWAT operations.
- Ordinance No. 062-25: authorized a contract with the Stark County Regional Planning Commission to provide housing rehabilitation technical assistance services for the city.
Where the record notes procedural moves, Council waived finance and suspended rules for three readings on several items before adopting them by unanimous roll call.
Council members did not record separate dissenting positions on the adopted measures. The meeting minutes list the primary financial caps where specified: $41,250 for the ambulance feasibility study and $250,000 for the Walborn engineering contract.
