Council suspends rules on several items; adopts EMS billing change and property transfer, cyber plan approved after executive session

The Alliance City Council on Dec. 15 suspended rules and adopted two ordinances and later, following an executive session, adopted a city cybersecurity plan.
Ordinance 075-25, introduced by Councilwoman Jennifer Kiko, amends Section 143.04(f) of the city codified ordinances to change EMS soft-billing procedures; the council suspended the rules for three readings and adopted the ordinance by unanimous roll call (six members present). Councilman Kris Bugara introduced Ordinance 076-25 authorizing the transfer of two Stark County Auditor parcel numbers no longer needed for municipal purposes to the Greater Alliance Development Corporation; the council suspended rules and adopted that ordinance unanimously.
After an executive session to discuss security arrangements and emergency response protocols, the council took action on Ordinance 074-25 (a formal Cybersecurity Plan for the City of Alliance), adopting it by unanimous roll call. Several budget and appropriation ordinances (078–081) and the Comprehensive Road Resurfacing Ordinance 077-25 were discussed or had rules waived but received no final action at the meeting; council indicated those matters would return for further committee review or at a special meeting before the end of the year.
Auditor Rick Knowles explained that Ordinance 081-25, drafted to ratify loan agreements with Corarah Properties, LLC and Crucible Industries Alliance, LLC (dba Salco Machine, LLC), was prepared to permit drawdowns requested by the borrower and noted typographical errors in the draft (amount and zip code) that the auditor asked be corrected before finalization. Knowles said the full loan previously approved by council totaled $840,000 and the loan agreement references a $340,550 loan amount in the agreement language; he recommended clarifying the ordinance language and attachments before payment.
