Alliance Council approves $1.4M comprehensive road resurfacing and $220K South Liberty project

The Alliance City Council voted unanimously Jan. 5 to move forward with two street-resurfacing projects that city officials said will address prioritized pavement needs.
The council adopted Ordinance 077-25, authorizing the Director of Public Safety and Service to advertise for bids and enter contracts for the 2026 Comprehensive Road Resurfacing and Overlay Program in an amount not to exceed $1,400,000, and Ordinance 080-25, authorizing a South Liberty Avenue resurfacing project not to exceed $220,000. Council suspended the rules for 077-25 before adopting it.
Council member Kris Bugara, who introduced the resurfacing measures, framed the ordinances as routine capital maintenance after winter weather and snow operations earlier in the season. Safety Service Director Dreger previously reported crews worked extended hours on New Year’s snowfall and noted supply pressures on salt inventories.
City staff must now advertise the projects and solicit bids under the terms set by the ordinances; both measures carried by unanimous roll call. There was no further public debate at the meeting. The finance and public works offices will return recommended contracts to council for award following bid evaluations.
