The Alliance Civil Service Commission voted June 10 to deny a request to move a written examination for Officer Michael Donley, concluding any change would need to apply to all candidates.
Police Chief X asked the commission to accommodate Donley’s circumstances, but the Law Director advised against allowing one candidate to take the test on a different date, saying that approach could invite later claims that answers were shared. Clancy, a staff member present at the meeting, proposed August 12 as an alternate exam date for all candidates but warned that rescheduling could conflict with oral assessments and officers’ vacation schedules.
Chair Renee Young and Member Matt Mohr held that, because of the legal concern and logistical complications, the commission should not move the date for a single candidate. During executive session at 4:56 p.m. the commission considered the request; Mohr moved to deny the request, Young seconded, and the motion passed with the members present concurring.
Secretary Candice Martin was directed to notify Police Chief X and Officer Michael Donley of the decision. The commission also agreed to change future letter wording to inform candidates they "may appear on this date to inspect examination and key." The commission approved routine business during the meeting, including May 12 minutes and an invoice from Document Concepts. The next regular meeting is scheduled for July 9, 2025, at 4:30 p.m.
