Chairman Edmonds presented SB 522 to authorize charter schools that specialize in vocational and technical education to apply directly to the State Board of Elementary and Secondary Education (BESE) as Type 2 charters when supported by the state board of commerce and industry. Caroline Romer of the Louisiana Association of Public Charter Schools testified in support, describing the bill as a way to create regional, mission‑based schools that can enroll students from multiple districts and align early career pathways with employer needs.
Rep. Fryberg and other members praised the workforce focus. Rep. Taylor questioned why the bill applied only to charter schools and urged the sponsor to consider language that would allow traditional public schools to adopt similar mission‑based vocational models; Romer and the sponsor responded that districts can develop mission‑based programs but that Type 2 charters allow regional enrollment across district lines.
An objection to the motion prompted a roll call. The committee recorded nine yeas and one nay (Rep. Taylor), and the committee reported SB 522 favorably.
