Saint Charles Parish Council approves minutes, opens summer food agreement and makes appointments

Council Chair presided and led the meeting opening; the minutes from the regular April 20 meeting were approved by motion and passed unanimously.
Joan Diaz presented the annual agreement with the Saint Charles Parish School Board to deliver a summer food service program from May 29 through July 10 at two sites. Diaz said the agreement covers facility use and bus service costs and that a Department of Education partial grant covers a per-meal cost for the facility while bus service must be paid by the parish. "Any child in Saint Charles Parish school age, no cost to them," Diaz said, noting United Way support underwrote utility costs and parish staffing covers bus service.
The file for the summer food program (File 2026-0145) was opened for public hearing; no public speakers came forward and the council closed the hearing and voted to approve the agreement, which passed unanimously.
The council moved through appointments to the Planning and Zoning Commission: nominations were made for District 1 (Marilyn Ross) and District 7 (Richard K. Foles Jr.); nominations were closed and that procedural vote passed unanimously. The transcript did not record the final confirmation votes or an explicit roll call naming each council member’s vote for those specific appointments beyond the unanimous closures.
The council also voted unanimously to accept the resignation of a lieutenant on the Saint Charles Parish Communications District representing the Sheriff’s Office.
