Hancock County Board approves license, hires clerk, awards auditing contract and amends road program

The Hancock County Board of Supervisors on April 27 unanimously approved a package of routine actions including a temporary alcohol license, personnel hiring, a multi‑year audit contract and an amendment to the county Secondary Road five‑year construction program.
Supervisor Gary Rayhons moved to approve the tentative agenda and, later, the package of items; Supervisor Florence (Sis) Greiman seconded the motions and the board voted unanimously in favor. The board also approved the minutes of its April 20 meeting on a separate motion by Greiman, seconded by Rayhons.
Among the approvals, the board granted an eight‑month Special Class C Retail Alcohol License with outdoor service to the Hancock County Agricultural Society. The board awarded auditing services for fiscal years ending June 30, 2026, 2027 and 2028 to Fort & Schlegel, CPA, PC as the best and lowest of three proposals; the contract sets maximum annual fees of $26,290 for FY2026, $28,200 for FY2027 and $30,180 for FY2028 and provides for up to $5,000 additional if a single audit is required.
The board approved hiring Ashlyn Norris as a clerk in the Treasurer’s office, effective May 18, 2026, at an annual salary of $45,500. It also certified the county’s cost allocation plan based on the fiscal year ending June 30, 2025 and established cost‑allocation billings for use in Fiscal Year 2027.
The Board set a public hearing on an amendment to Hancock County’s fiscal year 2025–2026 budget for May 18, 2026, at 9:15 a.m.
On a motion by Supervisor Greiman, seconded by Supervisor Rayhons, the Board approved an amended Hancock County Secondary Road Iowa Department of Transportation five‑year construction program for fiscal years 2027–2031.
All motions reported in the meeting minutes were carried unanimously with all three supervisors voting “Aye.” The Board adjourned at 10:57 a.m. and is scheduled to meet next on May 4, 2026.
