The Planning Commission deferred action on the New Tribe Church site plan for 260 Clemens Road on April 16 after extended discussion about requested waivers and landscaping.
City planning staff said the proposed 29,795-square-foot, 750-seat building is primarily metal siding with some masonry at the west facade and is asking for waivers, including adjustments to landscape buffer requirements. Staff noted that the planning commission did not have authority to grant the 100-foot landscape buffer waiver; that authority rests with the Board of Zoning Appeals (BZA) or the zoning administrator for up to limited percentage adjustments.
Commissioners raised concerns about a largely metal building that would be set 750 feet back from Clemens Road but could be visible from an important future corridor (Golden Bear). Several commissioners recommended masonry elements on multiple elevations and additional landscaping at the rear of the site. The applicant's representative said moving landscaping or buffers could double construction savings and that the church plans community services and volunteer efforts.
After discussion the applicant requested a deferral to revise elevations, meet with staff, and likely consult the BZA on the landscape buffer. The chair acknowledged the deferral request; the item was deferred at the applicant's request.
