Lucas County supervisors adopt FY2027 budget, approve pay adjustments and county engineer contract

The Lucas County Board of Supervisors on April 6, 2026 adopted the county's fiscal year 2027 budget, approved pay adjustments for elected officials and authorized a multi-year employment contract for the county engineer.
Chairperson Cathy Reece opened the public hearing on the FY2027 budget; no members of the public spoke and the board closed the hearing by unanimous vote. The board then approved Resolution FY26-bdgt, adopting the annual budget for the fiscal year beginning July 1, 2026, and noting publication of the budget in the Chariton Newspapers, Inc. on March 27, 2026 and at lucascounty.iowa.gov.
The supervisors next considered a salary resolution (recorded as FY26-Sal in the minutes) that implements elected-official pay changes following a January meeting of the Lucas County Compensation Board. The Compensation Board's minutes, as included in the record, show larger proposed increases; the Board of Supervisors approved smaller increases in the formal resolution. The approved salary figures recorded in the resolution include: County Attorney $83,077.05; Auditor $70,045.04; Recorder $69,295.00; Treasurer $69,295.00; Sheriff $100,418.43; Supervisors $34,457.22. The document records the Compensation Board's membership and states the Compensation Board's motion to recommend higher amounts. The minutes indicate the board approved the salary resolution by unanimous vote.
The board also approved an employment contract for County Engineer Todde Folkerts, effective July 1, 2026 through June 30, 2029, with a base salary listed for FY2026/27 at $146,300.
