Senate committee adopts conceptual amendments, moves social work licensure compact forward

Sen. Bjorkman said HB110 — a social work licensure compact with related health licensing updates — was before the committee with a draft committee substitute. Conrad Jackson, staff to the committee, reviewed the new CS (version H), saying it added language to align background-check requirements for compact participants with FBI standards, corrected prior omissions for audiologists and physical therapists, and added provisions for the RHTP (behavioral health transformation) advisory council.
The Department of Health and Social Services asked for two minor conceptual changes specific to respiratory therapist certification and renewal language. Jackson explained deleting a passage and inserting wording to confirm that holding a respiratory therapist certification demonstrates completion of required education and that renewal language should read that a licensee "successfully completed 20 hours of continuing respiratory care education during the concluding licensing period." The conceptual amendment was adopted without objection.
After brief remarks praising the bill's modernization of licensing and scope-of-practice clarifications, a motion to report the committee substitute as amended passed without objection and the CS was reported from committee with the attached fiscal notes. The committee granted legislative legal authority to make technical and conforming changes when incorporating the conceptual amendment.
Next steps: HB110 will proceed with the committee substitute and attached fiscal notes; staff indicated further technical edits may be made to conform the CS to the conceptual amendment.
