Kathleen Thompson of the City of St. Charles presented the Community Development Block Grant (CDBG) 2026–2030 Consolidated Plan Annual Action Plan to the St. Charles County Community Assistance Board at the board’s April 14, 2026 meeting in Wentzville. Thompson said the St. Charles Urban County receives about $1,000,000 per year and that federal guidelines limit CDBG allocations for public services to approximately $100,000 annually.
Thompson summarized results from a community needs survey: 26 agencies responded (about 58% identified as nonprofits) and 383 residents completed a separate resident survey. Agencies and residents identified the same top priorities: affordable housing and homeownership; mental health and transportation services; and infrastructure improvements such as roads, sidewalks and drainage. Thompson told the board that program costs are rising while program demand continues to grow, and she distributed a handout with additional program detail and funding assumptions.
Board members discussed transportation costs at length. Janele Riggs suggested exploring whether some residents might qualify for dialysis transportation through existing health insurance programs; staff said it will explore additional partnerships to help meet growing transportation needs. CAB participants were also asked to complete a prioritization survey to inform program funding decisions.
The presentation did not include formal votes on allocations at the meeting. Thompson and staff directed board members to the handout for detailed budget figures and next steps in the Consolidated Plan process. The board will take up funding decisions in later meetings; the CAB’s next meeting is May 12, 2026.
