Village Hall mold, siren upgrade and Williams Park pavilion among various infrastructure updates

At the April 9 meeting staff gave a multi-topic operational update covering facilities, public-safety systems and parks projects. During renovation of Village Hall staff discovered surface mold under wallpaper in a single wing; contractors have isolated the area and environmental testing and remediation are underway. Staff said remediation will be completed before re-occupancy and that periodic photos will be provided to the board to track progress.
On emergency communications, staff said LakeCom regional dispatch transition is moving forward and described a low-cost approach to keep village sirens tied to the National Weather Service alert system; an early cost estimate discussed at the meeting was roughly $80,000. Staff said they are working with the fire district and township to ensure activation coverage.
Williams Park work: the Lions Club ordered a pavilion kit; staff reported the village will reimburse the club for the kit and engineered drawings at a slightly higher cost than estimated, with a reimbursement of just over $63,000 to be brought forward to the board for approval in a coming meeting.
Finance and personnel: staff briefed trustees on a preliminary budget scrub and said a draft budget is expected in May; a clerk retirement was also announced and recognized at the meeting. The police department reported a staffing shortfall of about 22% in patrol positions, with cadets in the academy and training plans underway. Leadership said operations will continue and that the department has grant applications outstanding for body-worn cameras.
Next steps: staff will continue remediation work at Village Hall, finalize siren and dispatch transition plans, bring the pavilion reimbursement to the board for approval, and advance the preliminary budget and staffing plans in May.
