Village board approves $2.8 million Maple Avenue project, authorizes engineering and MFT funding

The Village of Brookfield on Monday approved a set of resolutions to move forward with the Maple Avenue surface transportation project, authorizing a local public agency agreement with the Illinois Department of Transportation and contracting engineering services to prepare the work.
The board’s action covers roadway resurfacing, sidewalk and gutter replacement, driveway aprons and ADA improvements for the corridor between 31st Street and Brookfield Avenue. Trustees were told the total estimated project cost is about $2.8 million, with roughly 80% expected from federal sources and the village responsible for the remaining local share.
Trustee Ketchmark, who introduced the IDOT agreement, said the project relies on federal assistance to reduce the village’s direct construction cost. Trustee Naramatu moved the resolution; the motion was seconded and passed on roll call.
During discussion a trustee asked for clarification about how Motor Fuel Tax (MFT) funds and reimbursements would be applied. Dan, a staff member, explained: “It is just for the 800,000. So how the reimbursement works … the village picks up the whole engineering cost and then gets reimbursed for 80%.” He added that the village will initially pay the full engineering bill (about $300,000), receive approximately $240,000 back, and the village’s final outlay for the project after reimbursements is estimated at about $560,000.
The board also approved a separate engineering services agreement with Hancock Engineering Company to perform the required design and bidding work and a professional design agreement to begin work on the 2026 street improvement project so that bids can be advertised early.
The resolutions passed by roll call votes. The board’s approval authorizes staff to finalize the local public agency agreement with IDOT, execute engineering contracts and to proceed with budgeting and reimbursement requests through the MFT process. The village indicated it will advance engineering and construction payments up front and then apply for the federal and IDOT reimbursements described in staff comments.
Next steps: staff will execute the IDOT agreement and the Hancock Engineering contracts and proceed with design and bid phases; the board noted that capital planning and the upcoming budget workshop will incorporate the project’s village share.
