Bowen said 30 families have expressed interest and the church plans to apply for Department of Children and Families licensing and for VPK provider status.
Community Development staff confirmed the request meets the conditional‑use criteria for schools in the public‑service zoning district and recommended approval on the condition that copies of any required child‑care facility licenses be provided before the certificate of occupancy is issued. Commissioners clarified capacity and scheduling: the two classrooms would seat 24 students total, standard VPK instructional time would be 8–11 a.m. for four‑year‑olds enrolled in VPK, and the program would offer wrap‑around day options for families paying tuition.
The commission voted by roll call to approve the conditional‑use permit; all present commissioners voted yes. Staff will verify required licenses before issuing occupancy permits.
