ZBA keeps Samuels‑Graham hearing open as planning board engineer and fire marshal prepare site inspection

The Rhinebeck Zoning Board of Appeals kept the public hearing open for case 1094 (Andrew Samuels and Hannah Graham) and said it will await an engineering assessment coordinated with the planning board and the fire marshal.
Designer Christy Nosman told the board the measured building height is 35 feet and summarized a recent site visit, during which an archaeologist inspected the area and noted material the archaeologist believes may be remnants of an electric power plant rather than a sawmill. Nosman and others described steep topography and a proposed roughly 1,000‑foot access approach; the planning board asked its engineer and the fire marshal to inspect the proposed route so the agencies could verify it will accommodate emergency vehicles.
"It's a beautiful spot," Nosman said in describing the site, and the board agreed that an on‑site engineer review would be prudent because topography and emergency access issues are central to any approval.
The ZBA said it will accept written public comment and forward any comments to the applicants and the planning board. The matter was continued to the board's April 15 meeting so the ZBA can consider the planning board engineer's report and any fire‑safety findings.
