Representative Ashley Kerrick (West Fairbanks) presented House Bill 243 on May 8, saying the measure provides statutory clarity that the Board of Barbers and Hairdressers may, if it chooses, delegate licensing authority to the Division of Corporations, Business and Professional Licensure.
"House Bill 243 simply provides statutory clarity that the board of barbers and hairdressers may, if they choose, delegate licensing authority to the division," Kerrick said.
Chair Bjorkman noted the director of the division, Sylvain Raab, and another stakeholder, Kevin McKinley, were present for questions; none were raised. The committee opened and then closed public testimony without speakers.
A committee member moved to report HB 243 from committee with individual recommendations and the attached fiscal note; Chair Bjorkman called for objections and none were heard. HB 243 was reported from committee by voice consent and the committee took a short at-ease to sign paperwork.
The bill clarifies an existing delegation option and does not itself require delegation; any delegation would be at the board’s discretion.
