Staff summarized both applications and said each met the county’s historic preservation design guidelines and relevant National Park Service preservation guidance. For the Francis property, staff cited Chapter 4 (exterior walls and foundations) and Chapter 5 (porches and steps) of the county design guidelines and referenced National Park Service preservation briefs on historic masonry and mortar joints. For the Birch property staff said the proposal is a straightforward garage roof replacement and recommended approval.
A roll‑call vote approved the consent agenda; all commissioners present voted yes and staff will issue Certificates of Appropriateness for both properties.
