Council approves annexation steps for Deer Hills area and an agreement with Country Homes

The Belvidere City Committee of the Whole voted June 23, 2025, to advance two annexation items affecting the Deer Hills area.
City Attorney Drella described an annexation agreement with Country Homes that permits the developer to continue construction activity and inspections under city codes while the formal annexation process completes. The agreement preserves applicable codes, ordinances and impact-fee obligations; Alderman McGee moved to forward the agreement to city council and Alderman Stevens seconded the motion. The committee approved the request, authorizing Chief Shane Woody to execute the intergovernmental steps needed for the agreement.
Separately, the committee considered an ordinance to annex Outlots A, B and C of Deer Hills subdivision, as designated on Plat Number One recorded May 16, 2006 (document number 2006R05230). Alderman Peterson moved and Alderman McGee seconded the motion to annex the specified outlots. The committee voted in favor and the annexation ordinance will proceed in formal ordinance form at the city council stage.
Council discussion noted that most Deer Hills lots have signed petitions to annex and that a small number of remaining owners are expected to complete petitions in the coming weeks; staff estimated a gap between petitions and final annexation of weeks to months depending on signature collection and processing.
No fiscal appropriation was adopted at the committee meeting; the actions recorded were authorizations to advance annexation and to allow continued inspections and construction consistent with city codes.
