East Dundee delays vote on $84,923 bike and pedestrian planning contract to May 5

The Village of East Dundee postponed a vote on a proposed bicycle and pedestrian planning contract with CivilTech Engineering after trustees raised questions about the contract’s cost and timing.

At the meeting, staff introduced a resolution authorizing procurement of bike/ped professional services not to exceed $84,923.80. Lisa Sweeney of CivilTech outlined the firm’s proposed one‑year scope: a sidewalk needs assessment, crash‑history analysis, an interactive online map for community input, a steering committee, walking/biking tours, prioritized design recommendations and planning‑level cost estimates to support future grant applications. Sweeney also said the firm can assist with grant identification and noted prior grant work for other municipalities.

Several trustees said the item should not have been on the consent agenda at that dollar level and asked for additional discussion with Trustee Andy, who has been championing the initiative. Concerns included whether the village’s existing staff and engineers could accomplish elements of the scope and whether the plan’s value justified the cost if implementation would not follow quickly.

A motion to postpone the decision to the board’s May 5 meeting was made, seconded and approved by roll call (Trustees Saviano, Kunzie, Mahoney and Britain voted yes). Trustees asked staff to provide the CivilTech slide deck and the online materials ahead of the May meeting.

What happens next: staff will return the item on May 5 with the requested materials, and the board will reconsider whether to approve the contract.
