Neighborhood council seeks $209,300 to replace Marshall Roy splash pad

Kathy said the existing splash pad is “far beyond its normal life expectancy” and estimated the project cost at $209,300, with design and site preparation planned in 2021 and construction to begin in September 2022 to avoid disrupting summer use. She said the Parks Department would help with design and procurement.
Committee members asked whether picnic tables or additional seating could be included; Kathy said three picnic tables were already funded separately via other grants and that CPA money would add benches and other improvements. Gloria and others asked whether design and engineering fees (typically ~10% of project costs) could be grouped across city projects to reduce costs; Parks staff said each project generally needs individual procurement but noted potential efficiencies when multiple projects are coordinated.
Members requested updated line‑item budgets and clarified that procurement rules require separate bids for each project component; applicants were asked to send any updated material to Karen Lee by May 21 to be considered during the June deliberation period.
