County approves Nevada Cement expansion: master plan and zoning changes OK’d after staff and Fernley coordination

The Lyon County Board of County Commissioners voted unanimously on April 2 to approve a pair of land-use changes requested by Nevada Cement Company LLC that clear the way for a planned expansion north of the existing plant in northern Lyon County.
Staff described two actions: a master plan amendment (three parcels totaling approximately 462.27 acres) to change designations from employment/resource to industrial, and a zoning map amendment to convert three rural-residential (RR20) parcels (~28.1 acres) to Title 15 Heavy Industrial Suburban (HIS) and to update the existing plant parcel’s older Title 10 M1 zoning to the HIS designation. Planning staff said the parcels are in Fernley’s cooperative planning area and that Fernley’s North Area Plan conceptually designates comparable industrial uses.
Senior planner Lewis Kariola told commissioners city–county coordination had been part of staff review and that Fernley’s conceptual north-area map shows the subject expansion area as heavy or light industrial. Staff recommended approval, concluding the resource designation on some parcels no longer matched existing conditions (the sites are privately owned, adjacent to highway and rail, and not in federal lands).
An applicant representative briefed the board and offered a site tour; commissioners noted the project’s long presence and economic role in the region. Public commenters asked about dust suppression, water demand and a shown 100,000-gallon water tank; one speaker asked where wastewater would be managed. Staff and the applicant said water use and stormwater/wastewater will be addressed in later development reviews, and that county conditions and coordination with Fernley would apply.
The board approved the master plan change (motion by Commissioner Jacobson; second by Commissioner Hawiday) and then approved the zoning map amendments (motion by Commissioner Jacobson; second by Commissioner Cassinelli), each by unanimous vote.
Next steps: Staff noted that a future development application and boundary-line adjustments may follow; those submittals will trigger more detailed reviews (site, grading, water and air controls) and permit conditions.
