Wheeling CCSD 21 opens returning-student registration and names new special-education director

Connolly also introduced new leadership in the Educational Services Department, naming Kate Flanagan as the district’s new Director of Special Education and noting several new coordinators and instructional specialists who will support teaching and learning across schools.
