The commission discussed a proposal raised at a Humboldt Equity Consortium meeting to allow Humboldt County jail space to be used temporarily for people picked up by U.S. Immigration and Customs Enforcement (ICE) rather than immediately transferring them out of county or out of state.
Supporters suggested temporary local holding could help detainees access legal counsel and services that are harder to obtain after transfer. One commissioner said the idea came up as a way to "allow their jail space to be used for detention" so people "can actually get access to lawyers" rather than being shipped out of state.
Several commissioners voiced concern that changing policy to permit ICE use of county facilities could be perceived as a rollback of existing sanctuary protections. "It feels like a slight rollback of the sanctuary status of allowing ICE to be able to use Humboldt County's facilities," one member said, and others emphasized the importance of precise language if the sanctuary ordinance is revised.
Commissioners agreed to gather more information and to consult Sheriff Honsal, who had previously suggested possible language changes for the ordinance. They also suggested seeking legal or immigration expertise to understand access to counsel and due-process implications before advising on any ordinance language.
