Council members raised several concerns: the risk of pulling the pump and not being able to reinstall it, how investigative reports from similar projects have guided future investments, whether lining casings is feasible, and whether the city should keep recently rewound pumps in reserve. Mr. McAdrews said the investigation will produce camera footage and condition data that will help determine whether to proceed with a multi-million-dollar wellhouse and whether pumps are compatible with any recommended sleeve or lining.
Council moved to award the investigative work to Holt Industries in the amount of $145,842 and authorized the public works director or designate to sign contract documents; the motion passed unanimously.
