Forest Service and planning updates; board holds legal executive session with no action
Summary

Paul Klasner, District Ranger for the U.S. Forest Service, updated the Board on multiple topics Feb. 23, saying the Weiser office remains closed while the Council office operates five days a week. Klasner discussed proposed NEPA changes and said the comment period is open if the county wishes to submit comment. He also updated the board on timber sales, minerals exploration, bridge construction/replacement, weed treatment and prescribed burns, and said the Payette Forest plans to hire about 27 employees.
Road and Bridge Supervisor Jerod Odoms and District Ranger Klasner agreed to coordinate on Seid Creek Road matters.
Planning and Zoning Administrator Bridget Felmley reported that a meeting with the Idaho Transportation Department related to acceleration lanes at the bottom of Midvale Hill will be rescheduled. She said Seth Grigg with the Idaho Association of Counties will provide training to the Planning & Zoning Commission on March 31 and that two hearings should be scheduled for March 17, 2026; the Board agreed to that scheduling.
The Board held two executive sessions during the meeting. First, under I.C. 74-206(1)(j), the Board met regarding communications with the public agency's risk manager/insurance representative to discuss adjustment of a pending claim; Information Technology Director Robert Peterson discussed cyber-security protections. Second, under I.C. 74-206(1)(f), Prosecuting Attorney True Pearce discussed legal ramifications and options for pending litigation and Planning & Zoning violations, with relevant staff present. The Board stated it took no final action in either executive session.
