Wabasha County joins regional CREST mobile crisis agreement, pledges $24,219 for 2021

Wabasha County’s Human Services Board unanimously approved a multi-county cooperative agreement on Feb. 16, 2021, to integrate a two-year Mobile Crisis grant into the CREST regional framework and to maintain mobile crisis services for participating counties.
The agreement covers Jan. 1, 2021, through Dec. 31, 2022, and allocates $1,225,000 in grant funds over the two-year period. Under the arrangement, each participating county will contribute to maintain full service capacity if grant awards are reduced or service costs increase. Wabasha County’s contribution is listed as $24,219 for 2021 and $22,034 for 2022; contributions for the other counties are specified in the agreement.
Olmsted County is named as the fiscal host and will receive a flat administrative fee of $45,000 per year for hosting duties and to contract with provider agencies. The agreement permits carrying forward underspending between 2021 and 2022, requires participating counties to return funds if requested by the state, and includes indemnification and audit/cooperation provisions. The agreement also sets administrative processes for invoicing and documentation, and allows participating counties to terminate with 30 days’ written notice under enumerated conditions (including funding changes or regulatory shifts).
The board adopted the measure unanimously. No speaker on the record opposed the agreement during the meeting.
What happens next: Olmsted County will serve as fiscal host and, per the agreement, will invoice participating counties after July 1 each year and provide contract copies on request. Wabasha County’s financial obligation will be reflected in future budget documents if Olmsted’s invoices are issued.
