Demolition progress reported; commission pauses emergency airport ordinance amid abstention

The Dayton Recovery Plan demolition program recorded 21 demolitions in March 2026, Planning Director Steve Gondall told the City Commission. Gondall said 12 of the demolitions were funded with ARPA dollars and nine with Ohio Department of Development (ODOD) funds, bringing the year-to-date total to 54 demolitions. He reported 42 structures on the structural nuisance list and 53 asbestos remediations in the pipeline.
Gondall said the city is “about 99%” through the ARPA project budget for demolition work and described plans for a new piles contract to resume removal of condemned materials and brush. Commissioners thanked staff and asked for regular reporting on future funding once ARPA funds are exhausted.
On the calendar, the city manager presented several items, including three grants totaling $3,300,000 for home repair and energy-efficiency delivered through Dayton Home Repair Network partners (AES Ohio disadvantaged communities grant) and a construction contract for a water-lab expansion ($11,400,000). The city manager also announced an ODOD grant and loan award of $78,700,000 to support a defense and aerospace campus at Dayton International Airport; the total project cost was presented at approximately $96,000,000 with local and county contributions for infrastructure.
The commission approved the city manager’s recommendations as a slate. Separately, Emergency Ordinance No. 32185-26, which would have accepted combined ODOD funds (grant and loan) for airport infrastructure, was pulled from the agenda after Commissioner Joseph announced an abstention and staff noted that emergency legislation requires four affirmative votes. That item will be brought back for a later vote once legal thresholds and potential conflicts are resolved.
Other calendar items proceeded: the commission approved Ordinance 32183 (vacating two alleys) and Ordinance 32184 (boundary changes for the Inner East Community Reinvestment Area), and adopted Resolution 6928-26 (intent to vacate an alley east of South Main Street).
The commission said it will return to airport legislation after ensuring the required vote threshold and addressing any conflicts or recusal issues.
