The Social Services Director recommended the agreement after staff explained that participating counties in the CREST Initiative agreed to maintain mobile crisis services and to allow hub agencies supporting mobile crisis teams to bill Medical Assistance directly. The board recorded that the change requires Hiawatha Valley Mental Health Center to obtain unique state certification and to execute an agreement with the county before providing those services.
Board members said the arrangement is intended to support a regional response to behavioral-health crises by clarifying billing and certification responsibilities. The resolution approving the agreement was adopted without recorded dissent. The board did not set additional funding for the service during the meeting; implementation details, certification timelines and billing start dates were not specified at the session.
The board recessed at 8:46 AM and will next meet April 20, 2021.
