Seneca County commissioners approve supplemental appropriations, set jail retrofit bids and establish a solid waste district

Commissioners also approved a resolution authorizing Seneca County to enter a joint cooperative agreement with the cities of Fostoria and Tiffin for Program Year 26 funding under the Community Housing Impact and Preservation (CHIP) program.
On public-safety infrastructure, the board set a competitive bid process for a jail door-control system retrofit. Sealed bids will be accepted until 10:00 a.m. on Tuesday, March 23, 2026, to be opened during the board's regular meeting; a pre-bid walkthrough is scheduled for March 16 at the sheriff's office. Commissioners discussed that the sheriff received a grant to help fund replacement of an aging intercom and security system, which was described during the meeting as roughly $124,000 (amount reported conversationally and treated as approximate).
Finally, the board adopted a resolution to establish the Seneca County Solid Waste Management District, the first step in a multiyear process intended to withdraw the county from the regional OSS district and create a local district that meets EPA guidelines for recycling, education and policy manuals. Commissioners said the action begins a process that will take several years and will produce a policy manual and operating procedures for the new district.
