Committee approves Hunter Road earthwork, countywide resurfacing and claims; Brownfield work moves forward

The committee recommended awarding the Hunter Road earthwork contract to low bidder William Charles for $1,905,100. County engineering staff explained the project will build a 4‑ft shoulder on both sides of the roadway, add embankment and regrade ditches to improve safety where the travel lanes are narrow. Staff said IDOT will contribute $300,000 toward the work because the road will form part of a future Illinois 173 detour; the county plans to let initial earthwork settle for up to two years before final paving. The motion carried with one abstention recorded (Carl Johnson) due to a disclosed business relationship.
The committee also recommended awarding countywide hot‑mix asphalt resurfacing (HMA) to the low bidder for $2,314,966.02. Staff noted the resurfacing program this year involves roughly 24,000 tons at about $80/ton and includes Shaw Road and numerous township and subdivision roads; the county again had very limited bidders this year but recommended proceeding. The motion carried with an abstention recorded for Carl Johnson.
Engineering staff (Mr. Krone) described the Hunter Road work as a safety improvement to widen the road profile to a full 12‑ft lane plus a 3‑ft asphalt shoulder, providing more recovery room for farm implements and general traffic. Staff also explained a budget shift will be required (moving MFT budgeted funds to a bridge‑and‑matching funding category) to allow the project to proceed under local funding and other eligibility rules.
The committee approved a 2026 environmental services agreement for monitoring and closure tasks at Landfill Number Two with Brownfield Environmental for $43,800; staff said the city participates under an intergovernmental agreement and pays half the cost. The committee approved the contract as presented.
