Appraisal scenarios estimated a demolished lot sale value near $24,000 (which could be lost if demolition costs exceed that), an as-repaired sale value around $240,000 (yielding a net loss versus repair costs), and new construction estimates near $1.2 million. Staff also discussed an intermediate option to raise the roof to store more equipment at an estimated additional cost of about $639,000.
"I think we should just fix the building and utilize it until maybe further down the road when we have a better ... future plan," Alder person Smith said. Several members voiced support for proceeding with the $340,000 repairs so the facility remains usable in the near term; some urged investing additional funds to improve exterior appearance if possible.
No formal appropriation or contract award occurred at the July 14 meeting; staff requested direction to move forward with repairs and to return with specifics as needed.
Next steps: staff will proceed with repair planning within the insurance settlement parameters and report back with detailed scopes, costs and any discretionary improvements for council consideration.
