Broadview board approves paperwork to reclassify 2022 road-project costs under state programs

The Village of Broadview Board of Trustees on a 6-0 vote approved two resolutions to reclassify payments from a completed 2022 road project so they align with state reporting requirements under the Highway Code.

Director Hood told the board the action is administrative: the project is finished and fully paid, but the state now requires separate resolutions for amounts charged to Motor Fuel Tax (MFT) and Rebuild Illinois (RBI) funds. “All this is doing is doing the paperwork to satisfy the state's requirements. The project is done. Everything's paid for,” Director Hood said, and explained that specific amounts previously reported to MFT will be moved to RBI accounting.

The first resolution identifies amounts from the original single-resolution accounting that should be treated as RBI rather than MFT; the second resolution separates engineering fees and other line items so each can be charged to the appropriate program. Board members asked no substantive questions during discussion and both measures passed on roll calls recorded by the clerk as six in favor, zero opposed.

Why it matters: the votes do not authorize new construction or additional spending; they adjust internal accounting and reporting to comply with the state Highway Code and the state’s grant/program reporting practices. The board framed the measures as retroactive bookkeeping to reflect program-eligible expenditures.

The board also approved other agenda items later in the meeting and adjourned at 12:41 p.m.
