Planning commission recommends approval for Kids United indoor soccer facility in Glendale

The Glendale Planning Commission on March 25 recommended approval of a conditional use permit for Kids United, a franchise indoor soccer and youth development program proposing to locate in suite 103 of a commercial center near the southwest corner of West Rose Garden Lane and 75th Avenue.
Planner Mr. Kov told the commission the application (CUP25-16) would allow a health and fitness center in a Planned Area (PA) zoning district. Staff summarized that the tenant space is approximately 2,200 square feet, that business hours would be Monday–Friday from 4 p.m. to 8 p.m. and weekends from 9 a.m. to 2 p.m., and that operations would be conducted entirely indoors. Mr. Kov said the business would be staffed by six employees with a maximum of 12 children on-site at one time and that the parcel provides 33 parking spaces with additional campus parking available. He recommended approval subject to stipulations in the staff report, including development in substantial conformance with the site plan dated Dec. 29, 2025 and the project narrative dated Feb. 10, 2026.
Applicant Sumit Aurora, who identified himself as the owner of Kids United Glendale, described the franchise as focused on early-childhood development and life skills through soccer rather than competitive play. Aurora said classes would use an interior turf area (he said the turf area is about 1,200 square feet), operate with about two coaches per 10 children, and would serve children roughly 1½ to 9 years old. "Soccer is a means to the end but not breeding the next generation of Messi or Ronaldo — really shaping nice human beings," Aurora said, and added he is bringing the franchise concept from the East Coast to what he characterized as his hometown, Glendale.
No members of the public filed speaker cards to comment during the hearing. Following the applicant and staff presentations, a commissioner moved to approve CUP25-16 subject to the conditions in the staff report; the motion was seconded and carried on a roll-call vote. The commissioners present recorded affirmative votes and the commission recommended the permit for approval. Planning staff advised that the commission's action is final unless a written appeal is filed within 15 days.
The staff report and approved stipulations will be part of the public record at the planning office; the matter will return only if an appeal is filed or if subsequent administrative requirements trigger further review.
