Staff found the relocation appropriate, saying the changes do not compromise the building’s historic integrity.
Applicant representative Kathleen Adams said grading and final elevations remain in flux as part of site review and reiterated that guardrail heights would be reduced if final grades do not require a 42‑inch guardrail: “If our final grades do not require 42 inch high guardrails, we will reduce the height of those guardrails,” she said.
Board members discussed stair and porch details and whether an access stair toward the new promenade should be explored; John Decker and other members supported using traditional porch stair details and ensuring the promenade functions as a street-like condition for the house entries. John Decker moved the motion to approve with the stated conditions; the motion passed by a unanimous roll call vote.
Next steps: the decision is subject to the city council call-up period through May 7; absent a call-up, applicants will submit revised plans addressing conditions and staff will complete final review for issuance of the LAC.
