Clarkdale council approves parcel sale, adopts fair‑housing policy and OKs Bitter Creek bridge right‑of‑way

The Clarkdale Town Council on March 10 unanimously approved three new resolutions: the sale of a small parcel (APN400-06-27B), adoption of an updated fair‑housing policy and approval of the Bitter Creek Bridge right‑of‑way.
Town Manager Guthrie told the council the parcel came to the town as part of a land swap several years ago that left an older warehouse occupying part of the tract. The town advertised the parcel, received a single bid — $36,000 from the adjacent warehouse owner — and recommends sale. Guthrie said the amount aligns with appraisals and will cover the town’s legal costs. The sale requires a land split and will result in a legally non‑conforming parcel; legal counsel and community development staff reviewed and advised the agreement.
"We gained ownership of the trail in the land swap, and the property has a separately owned warehouse; the bid we received matches our appraisals and covers associated costs," Town Manager Guthrie said. Council Member Jones moved to approve Resolution 1755; Vice Mayor Hunetter seconded. The motion carried unanimously.
The council then adopted Resolution 1756, updating the town’s fair‑housing policy. Guthrie said the Housing and Community Development Act of 1974 requires jurisdictions applying for Community Development Block Grant funds to adopt a nondiscrimination policy covering race, color, religion, sex, disability, familial status and national origin. "Based on our housing‑master‑plan discussions, I urge adoption so we may meet CDBG requirements and reaffirm our commitment," Guthrie said. Vice Mayor Hunetter moved to adopt the resolution and Council Member Babett Pierce seconded; the vote was unanimous.
After a closed session to discuss negotiations and legal advice regarding the Bitter Creek Bridge right‑of‑way (citing ARS §38‑431‑3(A)(3) and §38‑431‑03(A)(7)), the council resumed and approved Resolution 1753 to move forward on that right‑of‑way. Mayor Prudon Bower and staff thanked Assistant Town Manager Anderson and the town manager for their work bringing the item to completion. Council Member Babett Pierce made the motion to approve; Council Member O'Neal seconded. The motion passed unanimously.
