The Chair opened the RSU 40 finance committee meeting and said the district froze the budget in February and implemented a hiring freeze to build fund balance in anticipation of a shortfall in state aid. The Chair said priority will be given to positions that affect student safety while other requests are reviewed case by case.
Committee members reviewed the district's capital borrowing history: the building loan for the new facility was described as a 20-year loan of about $25 million taken shortly after one member joined the board in 2019. "It was a $25 million 20 year," one member recalled.
Members also raised concerns about food-service finances, noting that local tax support for meals is limited. "The only amount we get from local tax base is $55,000 and the rest of it is funded by reimbursement," a committee member said, arguing that staffing must be carefully allocated as enrollment falls to avoid recurring deficits.
Warrants and vendor charges were reviewed; members asked about MCB Leasing LLC (noted as a bus vendor), Melmark, Inc. (a special-purpose private school), and a large playground equipment payment that had been partially funded by a donation. For Prescott, the committee noted an unfilled halftime guidance position and discussed using reconfigured budget lines to cover hires when necessary.
The committee concluded the financial review with no formal amendments to the budget, but with direction to continue monitoring revenues and staffing needs and to report back as enrollment data firm up.
