Lambertville's City Council adopted a package of ordinances at its holiday meeting, saying the measures finalize a land dedication needed for a Green Acres grant, update animal-control rules and change inclusionary zoning requirements tied to the city's fair-share housing settlement.
The council approved Ordinance 29-2025 to accept the dedication of the public right of way for Hulcom Farm Road, which staff said is the last component needed to complete the city's Green Acres application for Holton Park. The chair said that, if adopted, staff would deliver the final survey Monday so the city meets the Green Acres paperwork deadline tied to a roughly $300,000 grant.
Council also adopted Ordinance 30-2025 to amend the city's animal-control code, increasing licensing fees and adding language that owners must pay boarding and veterinary fees if an animal is taken into custody by animal control. Staff said the change is an amendment to existing rules and that the city will post updated ordinance language and include additional prompts on the pet-registration page so owners acknowledge relevant duties.
The council adopted Ordinance 31-2025 to amend zoning regulations in order to increase the required affordable-housing set-aside for rental units from 15% to 20% and to raise permitted residential density slightly (from 14 units per acre to 14.25[25] units per acre). The chair said those adjustments are required under the city's fair-share housing agreement.
Ordinance 28-2025, amending how closed-session minutes are handled in the administrative code, was also adopted on second reading after a brief public hearing with no speakers.
All four ordinances were adopted on second reading with the council voting to grant final approval. The council did not record extended debate during the public hearings; staff emphasized next steps for implementation and public notifications.
The council also filled a vacancy on the environmental commission with a term expiring December 31, 2026, and staff announced year-end office closures and the January 5 reorganization meeting.
What happens next: staff said they will submit the final survey and Green Acres paperwork and will publish the amended animal-control ordinance and registration materials on the city's website.
