Schley County commissioners accept courthouse repair bid, set manager retirement and post-retirement duties

ELLAVILLE, Ga. — The Schley County Board of Commissioners on Oct. 14 accepted a bid to repair the county’s old courthouse, approved electronic pay for the tax assessor, and voted on a retirement arrangement for County Manager Douglas Jamieson.
County Manager Jamieson told the board he advertised the courthouse repair work and received one bid from Kirkland Builders. Commissioner Harrison moved to accept the Kirkland Builders bid; Commissioner Jones seconded and the motion passed unanimously.
Jamieson also announced he will retire as county manager effective Dec. 31, 2025. Commissioner Jones moved to retain Jamieson after retirement as Emergency Management Agency director for $7,000 per year and as county inspector for $7,000 per year — a combined $14,000 annually — to continue certain county duties; Commissioner Barineau seconded and the motion carried unanimously.
On payroll matters, Jamieson reported that Tax Assessor Joe Wright requested electronic deposit of monthly pay. Chairman Clark expressed concerns initially but commissioners agreed the assessor’s pay is a set monthly amount; Commissioner Jones moved to authorize electronic payment for Wright, Commissioner Harrison seconded, and the motion passed unanimously.
The meeting also included a presentation from Linda Adams of the Schley County Community Foundation, who presented a grant award to Schley County EMS, and department reports: Fire Chief Duane Montgomery reported 19 fire responses and 48 EMS calls in September and urged compliance with laws for side-by-side utility vehicles; Water Superintendent Art Barfield reported 5,074,000 gallons of water used for the month and a series of water-service and road repairs and maintenance items. County Manager Jamieson provided financial balances by fund and noted FEMA/GEMA approval to begin Hazard Mitigation Plan work.
What happens next: Kirkland Builders will proceed with the courthouse repairs per the accepted bid; Jamieson’s retirement is effective Dec. 31, 2025, and the county will implement the post-retirement EMA and inspection contract at the approved annual rate.
