Joel (public works) described operational plans for the part‑time hires: two people per day during peak periods with coverage for weekends and the ability to inspect multiple vendor sites each day. He said part‑timers would receive safety training and high‑visibility clothing and would be able to issue stop‑work orders under existing ordinances when they observe unsafe practices. Estimated annual cost for the five positions was discussed at about $124,000; because the year is already underway, the net FY increase was reported as $100,337.
Trustees asked how the five part‑timers would be supervised (they will report to the existing quality assurance supervisor), what the job descriptions will be, how long the staffing level will be required and whether the village would scale back once vendors adopt better processes. Trustee Milani asked whether the budget amendment should be split to allow separate votes on the $5 million reallocation and the personnel additions; staff said the positions are part of the reallocation package but noted the board can amend items later.
Trustee Leafblad moved to recommend the budget amendment; the motion was seconded and passed by a roll call vote with all trustees recorded as Aye. Staff said job descriptions and a plan for monthly reporting will be provided to the board.
Next steps: the amendment and related personnel ordinance changes will be forwarded to the Village Board; staff will provide job descriptions and a reporting cadence for the new positions.
