Bruce explained the 2005 report combined on-the-ground observations with database- and GIS-derived material; he said the original work cost roughly $125,000 and that many areas flagged in the report have since been preserved through town open-space purchases or conservation easements. "It looks like back then it was $125,000…that was like 25 years ago," Bruce said.
Elena Carvath noted modern GIS tools and ongoing water-quality sampling by local groups such as the Farmington Watershed Association (and the transcript-name Pquabic River Association) could simplify targeted updates. Staff described funding approaches: smaller updates could be budgeted directly, projects over $50,000 may require inclusion in the town's capital improvement plan, and the commission could request third-party reviews funded by applicants on a case-by-case basis.
Staff offered to assemble a SharePoint folder with an executive summary and current open-space maps showing changes since 2005, and commissioners agreed to review those materials before deciding whether to pursue updates or request council funding.
Next steps: staff will compile a packet of maps and an executive-summary folder on SharePoint for commissioner review and will return the item to a future meeting if the commission requests further action.
