Industry representatives and the Honolulu Film Office emphasized that competitiveness — including clear, timely credit structures and local-spend points — determines whether studios plan projects in the islands.
A Honolulu Film Office representative urged urgency, saying studio executives at a recent Los Angeles summit were actively watching Hawaii’s legislative work and that a strong, predictable credit would prompt commitments to film here. Local crew leaders and union representatives described the economic chain that follows production (spending on lodging, catering, transportation and hundreds of local hires) and argued that credits tied to local spend and local-hire thresholds multiply benefits for Hawaii workers.
Speakers requested clear base-point thresholds for credits and additional points for local above-the-line (creative) and below-the-line (crew, local expenditure) spend. Several testifiers asked the committee to adopt draft language that provides distinct point structures for Oʻahu versus neighbor-island productions and to move the bills quickly so the industry can plan forthcoming production calendars.
The committee heard the industry’s urgency but did not vote; advocates said immediate action would influence studio decisions now under active consideration in 2026 production cycles.
