"This is essential to ensure that the county can respond quickly and efficiently," Brazelle said.
Committee discussion focused on the scope and activation authority. Under the approved terms discussed at the meeting, the on-call contract (RP26-00008) may be activated upon a declared state of emergency pursuant to the Glynn County Emergency Management Ordinance, or upon a written finding by either the board chair and county manager or by the county manager and chief financial officer that emergency conditions exist. The manager may approve expenditures after activation in an aggregate amount not to exceed $500,000 without prior full-board approval.
Judy Dunigan, Glynn County finance director, described the contract as a procurement measure to ensure compliance with local purchasing rules while enabling a faster operational response during large-scale incidents.
