County staff member Nick presented the change order (GLO contract number 24‑065‑044‑E536), which would add concrete or precast headwalls, guardrail, rock riprap, and increase limestone base thickness from 6 inches to 8 inches in higher‑traffic areas. The proposed change order amount is $396,566.34, described in the meeting as 13.37% of the original contract work for those precincts. Staff said the broader goal is to reduce ongoing county maintenance and increase road longevity.
Commissioner Fisher Robertson moved to approve the change order; Commissioner Cassidy seconded. The court took a voice vote and the motion carried. Staff recorded the amended total award to Texas Materials Group at approximately $3,363,157.67.
Explaining the scope, Nick said the work targets main entrance and high‑traffic roads into affected subdivisions (for example, Drews Landing and El Camino) and focuses on hardening drainage structures so the county does not repeatedly lose material and slopes near culverts. “I’m going to do my best to spend every penny I can that makes sense,” Nick said when describing priorities for how remaining grant funds could be used.
Next steps: staff will finalize the change order paperwork under the GLO contract and proceed with the additional work under the amended award.
